4 East Pallant is situated in the heart of Chichester’s conservation area. The Pallants comprises mainly historic Georgian buildings, of national significance. The historical context of this area can be traced back to roman times with the street pattern being basically unchanged since the medieval period. The Pallants form a crossroad in the centre and were laid out by the 13th Century. The early eighteenth century saw Chichester going through somewhat of an economic renaissance. This commercial success led to the rise of a professional/merchant class and lead to the redevelopment of the Pallants as housing. The streetscape of the Pallants remains largely unchanged in character since this early Georgian period.
Planning consent was granted in November 2025 to change its use from Class E to C3, as a single residential dwelling, including demolition and replacement of a single-storey rear extension. Planning reference No.CC/25/02426/LBC.
The application was to change the use from offices to a single residential dwelling. The proposed and existing layouts are shown on the architects drawings and includes the demolition of the single storey rear extension. The proposed replacement is a smaller single storey linked kitchen extension. This would create a substantial kitchen overlooking a modest courtyard, appropriate for modern living.
